Dzimis 1942.gadā Rīgā. 1965.gadā beidzis Rīgas Politehniskā institūta Automātikas un skaitļošanas tehnikas fakultāti, automātikas un telemehānikas specialitātē. Laikā no 1968.gada līdz 1971.gadam mācījies aspirantūrā un 1972.gadā aizstāvējis tehnisko zinātņu kandidāta disertāciju tehniskās kibernētikas un informācijas teorijas specialitātē par tēmu "Sarežģītu sistēmu modeļu topoloģisko īpašību izmantošana diagnostikā". No 1965.gada strādājis AST fakultātē par inženieri, bet kopš 1972.gada bijis mācību spēks. No 1980.gada līdz 1992.gadam bijis Automatizēto vadības sistēmu katedras vadītājs. Pašlaik apvieno ST&P katedras vadītāja, Lietišķo datorsistēmu institūta direktora un DIT fakultātes dekāna amatus.

1992.gadā ir nostrificēts par inženierzinātņu doktoru un 1993.gadā, aizstāvot publicēto darbu kopumu par tēmu "Sarežģītu tehnisku sistēmu struktūrmodelēšana nepilnīgas informācijas apstākļos", ieguvis habilitētā zinātņu doktora grādu.

Ir vadījis vairākus līgumdarbus par topoloģisko modeļu izmantošanu projektēšanas agrīnajās stadijās, kā arī divus zinātniskos projektus (grantus) par ekspertu sistēmu izstrādāšanu tehnisku sistēmu projektēšanas agrīnajām stadijām un uz modeļiem balstītu diagnostikas sistēmu projektēšanu.

Zinātniskā darbība ir saistīta ar sarežģītu tehnisku sistēmu struktūrmodeļu sintēzes un analīzes problēmām projektēšanas sākumstadiju un tehniskās diagnostikas uzdevumu risināšanai. Ir tālāk attīstījis profesora J.Oša izstrādāto pieeju topoloģisko (grafmodeļu) izmantošanai tehniskās diagnostikas uzdevumu risināšanai un pamatojis sarežģītu tehnisku sistēmu struktūrmodelēšanas metodoloģiju nepilnīgas informācijas apstākļos. Vadījis programproduktu izstrādi struktūrmodeļu sintēzei un analīzei, kas integrēti automatizētās struktūru modelēšanas sistēmas ASMOS sastāvā.

Pašlaik zinātniskie pētījumi fokusējušies uz zināšanu iegūšanas un atspoguļošanas problēmām, it īpaši, uz zināšanu bāzes konstruēšanas automatizācijas jautājumiem. Pašlaik vada zinātnisko darbu (grantu) "Intelektuāla daudzlīmeņu meta-modeļu apstrādes sistēma struktūrlīdzekļu konstruēšanai".

Piedalījies ar referātiem vairāk kā 40 zinātniskajās konferancēs un semināros. Ir vairāk kā 110 publikāciju autors.

Profesors J. Grundspeņķis ir Latvijas Zinātnes Padomes ekspertu komisijas informātikā priekšsēdētāja vietnieks, nacionālās programmas "Informātika" koordinācijas padomes loceklis, Rīgas informācijas tehnoloģijas institūta (RITI) Domes loceklis, RTU Senāta loceklis, Automātikas un skaitļošanas tehnikas fakultātes Domes priekšsēdētājs un Lietišķo datorsistēmu institūta Padomes priekšssēdētājs.
Viņš ir Latvijas Zinātnieku savienības un Latvijas Augstskolu profesoru apvienības biedrs, Latvijas Automātikas Nacionālās organizācijas (LANO) Domes loceklis, Latvijas Modelēšanas un imitācijas biedrības loceklis, Baltijas valstu operāciju pētīšanas savienības (BaltORS) Domes loceklis un CONSA (Competence Network for Simulation Applications) Padomes loceklis. Tāpat ir Latvijas Datortehnikas ražotāju asociācijas biedrs un Latvijas Kvalitātes nodrošināšanas biedrs.
Viņš ir vairāku starptautisku organizāciju asociētais biedrs: IFAC (International Federation of Automatic Control), SCSI (The Society for Computer Simulation International), EUNIS (European University Information Systems Organisation), ECCAI (European Co-ordinating Committee of Artificial Intelligence) un elektro un elektronikas inženieru institūta (IEEE) biedrs.
